What it does- They Make the Laws. Keeps track of money.
Who- It has the House of Representatives and Senate.
The American System of Checks and Balances- They can override the veto, impeach the president, and can reject presidential appointments and refuse to approve treaties from the Executive Branch. They can Impeach judges and can reject appointment of judges from the Judicial Branch.
